{"id":9334,"date":"2026-04-27T21:25:37","date_gmt":"2026-04-27T21:25:37","guid":{"rendered":"https:\/\/staging.openvaluefoundation.org\/?p=9334"},"modified":"2026-04-27T21:25:38","modified_gmt":"2026-04-27T21:25:38","slug":"blog-post-73","status":"publish","type":"post","link":"https:\/\/openvaluefoundation.org\/en\/2026\/04\/27\/blog-post-73\/","title":{"rendered":"Blog post 73"},"content":{"rendered":"<p class=\"wp-block-paragraph\">In early December 2020, we published our first knowledge product, a&nbsp;<a href=\"https:\/\/spainnab.org\/que-hacemos\/contratos-impacto-social\" target=\"_blank\" rel=\"noreferrer noopener\">Toolkit for the development of Social Impact Contracts (SICs)<\/a>, also known as Social Impact Bonds (SIBs), which contains two downloads: a monograph on the legal fit of CIS in the current public sector procurement law and a case study on results-based procurement by Prison Institutions and their public-private collaboration to promote social innovation with La Caixa Foundation and Action Against Hunger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This&nbsp;<em>toolkit<\/em>&nbsp;It is part of the alliance between the COTEC Foundation and SpainNAB to drive social innovation in public policies through impact investment within the framework of COTEC's Open Innovation Programme for public policies against exclusion caused by digitalisation, and Recommendation 4 of the SpainNAB action plan: Promote Payment by Results Contracts (PbR) to drive social innovation in order to advance the 2030 Agenda in our country. In it, we focus on a specific type of PbR, Social Impact Contracts (SICs), which take on particular relevance in the current context of post-pandemic reconstruction and NextGen EU funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the experience generated in CIS in its more than a decade of existence comes from other countries, mainly from Anglo-Saxon countries, although France and Portugal have made notable progress in the last 5 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Spain, some public and private actors have been working on several CIS initiatives for several years, although by the date of publication of this report, none of them have yet materialised. We are aware of the great interest that exists in some regional and municipal administrations in understanding and implementing this tool to finance social innovation and advance the 2030 Agenda in Spain. Currently, the Madrid City Council, the Community of Madrid, and the Generalitat de Catalunya are working on feasibility studies for CIS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the words of Bruno Robino, head of financial instruments at the European Investment Bank (EIB), CISs are a grassroots instrument. We felt it was necessary, alongside the initiatives mentioned and before moving forward with new ones, to reflect on how to contextualise CISs within the Spanish reality rather than importing foreign models. That said, we must base this on the lessons learnt from Spanish and foreign experiences with CPRs and CISs, respectively. In particular, those from neighbouring countries that have already paved the way for us, such as France and Portugal, not forgetting the United Kingdom which, despite starting from a context and a system very different from our own, is the country with the most accumulated experience of this tool in the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To do this, we launched a&nbsp;<em>task force<\/em>&nbsp;in January 2020, which has guided us in the preparation of this report.
